The Photovoltaic Rebate Program will now be Known as the Solar Homes and Communities Plan (SHCP).

A Household Income "MEANS TEST" of $100 000 now applies to all new (Post Budget) rebate applications.This Means Test is based on the annual taxable income of applicant and their spouse (if any) in the most recent tax year prior to application.

  

The Solar Homes and Communities Plan Means Test is not applied to an applicant's gross income,only their taxable income as defined by the Australian Taxation Office (ATO) ,this can be found on the notice of assessment sent to them by the ATO.

The Australian Government has increased funding for Solar Homes and Communities Plan by $25.6 million in 2008-2009.The increased funding now a fixed total of $56.6 million will allow up to 6000 household rebates to be paid next year.
  
The good news is that Photovoltaic systems Installed on homes, schools and community used building are still eligible for government rebate and grants .
  
$8000 or $8/w up to 1 kw .ie ( $8 x 1000 w = $8000 ) rebates are available to Australians for Installing Solar Power Systems grid connect into their homes.
  
Schools and community used building can receive up to 50% rebate  where there is significant educational value

Guidelines for Grid Connection Solar Power System

Steps to be Followed by Customer , Installer , Distribtor and Retailer.

  

Customer  - Everyone / Yourself

Installer    - Thats us - Accredited BCSE Installer -J L Electrics Pty Ltd

Retailer -    Your Electricity Supply Authority eg. Origin energy/ Red Energy/AGL .ETC

Distributor - Company who owns/ maintains network and distribution assets i.e power                    poles,cabling,tranformers and power generating.

  

1. System Preliminary Design -Taking into account Customer Budget -  Customer /Installer

    Installer to complete site analysis and design system in accordance with customers Budget and      Electricity Consumption in KWH / Daily usage

      In Melbourne on an average solar system produces around

      1kw - 4.5kwh/day

      2kw  - 9kwh/day

      3kw -  14kwh/day

  

2. Complete SHCP -Application for Government rebate $8000 (Eligible) Customer/Installer

    Customer and the Installer to complete SCHP Rebate application form and lodge all documents       with required evidence to The Environment Office in Canberra.

  

3. Application takes up to 6 weeks to process before approved -Government

     

4. Contact Electricity Retailer and negotiate Feed In Tariff Rates & Fees- Customer

  

5. Obtain Distributor Installation Technical Requirement and standards - Installer

  

6. Application for network connection of small generation power through an approved     inverter energy system with design and dawings for approval - Installer

  

7. Customer Rights and Obligations - Installer / Ditributor /Retailer.

  

8. System Installation and commissioning and Inspection - Installer / Electrical Inspector

  

9. Submit Electrical Works Request and copy of Certificate of Electrical safety to Retailer     for Upgrading Metering to read both Import and Export Energy -    Installer

  

10. Upgrade Metering ( Cost to be paid my Customer)  - Retailer / Distributor

  

11. Claim government Rebate and Renewable Energy Certificate value -       Installer /Customer
